The Kolah Farangi Citadel is one of the historical monuments of Birjand city, attributed to Amir Hasan Khan Sheybani and belonging to Amir Alam, who presented the building to Birjand Governorship and it is used today as the Office of the Governorship of the city. The building dates back to Zand and the beginning of the Qajar period. It is also known as Hesam Al-Dowleh Citadel, Bi Bi Arous Palace and Sarkar Citadel. 

The construction is different from other urban buildings in terms of architecture. The citadel is a hexagon-form building with a cone at the top. It is white in color and extremely spectacular in terms of design and façade. The building has been constructed in six floors in the style of a Ziggurat in which the most perfect plan and space planning is belonged to the ground floor. The entrance of the citadel is placed a head of the ground floor, giving the building an eye-catching appearance with its arcs. 

Two floors are practical while other floors have just been added in order for the external façade, over the dome of the spring house, to be complete. The whole building has the great decorations made of clay, brick, lime and Sarouj. According to the old documents, the yard and the garden had been built in a Chahar Bagh style of architecture which have missed the original form over time.
